| dc.description.abstract | ABSTRACT This study conducted a comprehensive assessment of the factors affecting the performance of force account practices in government institutions at Temeke Municipal Council in Dar es Salaam, Tanzania. Force account methods, which enable government entities to manage and execute construction and maintenance projects directly, were found to be essential for ensuring efficiency and effectiveness in service delivery. The study focused on three key areas that significantly affects these practices: the availability of financial resources, the capacity for project management, and the governance frameworks that guide implementation. The study employed an explanatory research design, utilizing a mixed-methods approach that combined quantitative surveys and qualitative interviews. This methodology provided understanding of the implementation dynamics surrounding force account practices in Temeke Municipality. Quantitative data offered measurable insights into resource availability and project outcomes, while qualitative interviews enriched the findings with perspectives from stakeholders involved in the processes. Based on the findings, the study highlighted several critical recommendations. It emphasized the need to enhance financial resource availability through improved budget allocations and the diversification of revenue streams. Such improvements would ensure that government institutions have the necessary funds to execute their projects effectively. Additionally, the study underscored the importance of strengthening project management capacity through targeted training programs and fostering a supportive organizational culture that encourages collaboration and innovation. The research advocated for the improvement of governance frameworks to ensure greater transparency and stakeholder engagement in the force account practices. By enhancing these frameworks, Temeke Municipal Council could trust and accountability among stakeholders, ultimately leading to more successful project outcomes. The findings of this study contribute valuable insights into the factors affected the effectiveness of force account practices and offer a foundation for future research and policy development in the region. | |
