Abstract
ABSTRACT
This study investigates the implementation of e-government and anti-corruption measures at the Central Police Station in Dar es Salaam, Tanzania, focusing on the effectiveness of these initiatives and the challenges faced during their execution. A mixed-methods approach was employed, incorporating both quantitative and qualitative methods. Quantitative and qualitative data was collected through structured questionnaires and interviews distributed to 81 police personnel, with responses analyzed using descriptive statistics, multiple regression analysis and thematic analysis. Descriptive statistics revealed that the mean score for the adequacy of technological infrastructure was 3.12 (SD = 1.24), indicating a moderate perception of infrastructure sufficiency. The user adoption of e-government tools received a mean score of 2.67 (SD = 1.45), suggesting low engagement. Furthermore, the perceived effectiveness of training programs yielded a mean of 3.05 (SD = 1.29). The procurement execution analysis showed a mean of 3.50 (SD = 1.34) regarding transparency and accountability, while compliance with anti-corruption regulations scored 2.90 (SD = 1.25), indicating a gap in adherence. The multiple regression analysis revealed that factors such as technological infrastructure, user training, and compliance with anti-corruption measures significantly impacted the effective implementation of e-government tools (R² = 0.65, p < 0.01). The analysis indicated that improvements in these areas could lead to enhanced efficiency and transparency within the police force. The thematic analysis highlighted significant barriers such as inadequate resources, resistance to change, and concerns regarding data security. In conclusion, the study underscores the complexities involved in implementing e-government and anti-corruption measures at the Central Police Station. While e-government tools hold promise for improving law enforcement practices, significant challenges must be addressed, including infrastructural deficiencies and low user adoption rates. Based on the findings, the study recommends that the Central Police Station invest in upgrading its technological infrastructure and develop comprehensive training programs for personnel to enhance their engagement with e-government tools.
