dc.description.abstractABSTRACT This study explores the factors affecting the successful implementation of the Annual Procurement Plan (APP) in local government authorities in Tanzania, using Lushoto District Council as a case study. It focuses on three main objectives: examining how timely fund availability, organizational capacity, and political support influence APP implementation. The research employed a quantitative, cross-sectional design, gathering data through questionnaires distributed to 67 participants, with 65 responses analyzed. The analysis employed simple linear regression to evaluate the predictive strength of each determinant. Findings indicate that while respondents generally agree on the effectiveness of APP implementation and the role of organizational competency, opinions diverge on the availability of timely funds, with consensus around the significance of political will. However, timely fund availability did not emerge as a strong predictor of effective APP implementation, and organizational competency was not consistently associated with better outcomes. Moreover, political will did not prove to be a useful predictor for APP implementation effectiveness. The study concludes that these factors may play a supportive but limited role in influencing APP outcomes within Lushoto District Council, suggesting that other variables may have a more direct impact. Recommendations include enhancing financial management practices, providing targeted competency training, fostering political support through awareness, and developing measurable APP implementation metrics. These strategies aim to improve the procurement planning environment and ultimately strengthen APP implementation within local government authorities in Tanzania.
